The Oregon DHS Independent Living Program (ILP) assists youth who are or were in foster care on their journey to adulthood. ILP services give youth the opportunity to learn valuable skills needed to transition successfully from state and Tribal custody to living independently within the community. Youth age 14 or older may be eligible for a variety of services through the Independent Living Program, including housing subsidies, education and training grants, flexible funding, and independent living skill building programs. Services may vary by local area, but could include other services such as tutoring, driver education, job search and placement, budgeting, emergency/safety skills, and much more. If you are still in the custody and care of DHS, you may contact your DHS worker to see if you are eligible for ILP services. If you have already exited the system before the age of 21, you will need to go to your local DHS child welfare office and request "voluntary services". For a list of office locations, click here.
